Zaid Abdulla 7594883404 Cache files to improve genieacs-fs performance 
This also fixes a memory leak issue when the client disconnects before
completing the download. I suspect the leak had something to do with
using pipe() but I'm not sure if it's a bug in MongoDB driver or that
we were lacking proper error handling. Anyway, the pipe is no longer
leaking :)

Zaid Abdulla cc89fd92d7 New simple implementation for YAML serialization 
Tiny in size so we don't need to fetch the 80KB yaml package for simple
YAML serializaiton needs in various pages. It's also 8x faster than
yaml package so that's a big plus for debug logging.

Zaid Abdulla d787f66e3f Reimplement locking w/o relying on hostInfo cmd 
Because the hostInfo MongoDB command may not be allowed in some
environments. Also, in sharded deployments the clock skew may differ
between different shards so using hostInfo is not enough. This new
implementation simply assumes the clocks are in sync within a certain
range and throws an error if clocks are found to be out of sync.

Zaid Abdulla dfab724515 Add new config cwmp.skipWritableCheck 
Some CPEs incorrectly report writable parameters as non-writable. This
config option lets us bypass the check and attempt to modify the
parameter even if it reported as read-only.

Zaid Abdulla 44a2fe11ee Fix invalid expression after minimization 
In rare edge cases where IS NULL is used the minimization process can
generate an expression that's not equivilant to the original one.

Zaid Abdulla 6cbd59c6ec Implement CASE operator 
This also modifies the behavior of AND/OR operators to strictly return
true/false/null whereas previously they could return the value of the
first truthy/false operand. The purpose of this change is to maintain
expression equivalency before and after minimization.
