Recover from invalid parameter name faults
...
A fault can happen if a parameter no longer exists. This code attempts
to recover from the fault by refreshing the relavent parameters.

Using if instead of -n in copy
...
Alpine linux does not have -n option in copy binary.
To avoid a problem on configure, I replaced the command with an "if".

Defer tail declarations
...
declare() calls that aren't followed by commit() are applied at the end
of the provision script. This change defers those until all provisions
have been executed. This prevents certain cases of preset loop faults.

Optimize XML parsing
...
Using XPath expressions appears to be expensive so that has been
replaced with direct child node access. This seems to have improved
performance by 5%.
A side effect of this change is that XML_IGNORE_NAMESPACE option is
no longer needed as namespaces are ignored by default.
